NCAI Sells Out to White Mans Greed / Pray for Wild Horse Slaughter

This is a letter of protest submitted by a 1/4 blood Native American who is "all Indian" at heart,...in OPPOSITION to the Resolution submitted to the United States Congress by the NATIONAL CONGRESS OF AMERICAN INDIANS which was initiated and instigated upon them by a few special interest politicians (Rep. Sue Wallis, (R) Wyoming & (former) Rep. Charile Stenholm, (R) Tx.) both ranchers who strongly support horse slaughter simply because their BIG $$$ meat and ag industry supporters / special interest groups do and now they want to exploit our Native American Brothers and Sisters for this purpose. They are figuring since the American People wont let them build horse slaughter plants on U.S. soil then they will build them on Indian lands. They tell the Indians that there is much money to be made in slaughtering horses and that they will be "poor no more," and the NCAI listens and believes. How foolish can they be to believe "The Great White Father" when he says he is going to "do good things" for them? Have they not learned through history that the white man is a liar and a thief who cares nothing about the welfare of the red man except for what he can take from him or how he can further exploit him or his resources somemore? Although the NCAI by no means speaks for the majority of all Native Americans, and in fact are opposed and NOT recognised by most, they have come out with this resolution in support of horse-slaughter "as if" speaking for all. They most certainly are not. In it, they "pray," to the government,..."invoking the blessings of the Great Spirit" upon their efforts, for permission to build horse slaughter plants upon their lands and pray also for a contact with the government to kill "excess" wild horses for them.

The entire text of the NCAI Resolution is below, and you can be sure Sue Wallis had a hand in this and in fact it sounds as if she wrote it out herself; we have read some of "Pro-Slaughter Sues" other pro-horse slaughter resolutions and the language (propaganda)is her signature mark;

Resolution #NGF-09-017 - June 14-17, 2009

TITLE: Opposition to Any/All Anti-Horse Slaughter Acts, Also Supporting a Tribal Amendment Allowing Tribes to Establish Horse Slaughter Facilities within Their Jurisdiction

WHEREAS, we, the members of the National Congress of American Indians of the United States, invoking the divine blessing of the Creator upon our efforts and
purposes, in order to preserve for ourselves and our descendants the inherent sovereign rights of our Indian nations, rights secured under Indian treaties and agreements with the United States, and all other rights and benefits to which we are entitled under the laws and Constitution of the United States, to enlighten the public toward a better understanding of the Indian people, to preserve Indian cultural values,
and otherwise promote the health, safety and welfare of the Indian people, do hereby establish and submit the following resolution; and

WHEREAS, the National Congress of American Indians (NCAI) was established in 1944 and is the oldest and largest national organization of American Indian and Alaska Native tribal governments; and

WHEREAS, the Tribes of the Northwest have for many years spent countless man hours and funding protecting and re-establishing the ecosystem from degradation;
and

WHEREAS, the Tribes of the Northwest are home to over 20,000 head of unclaimed/feral horses that are overgrazing and destroying the rangeland of the
northwest reservations that are damaging spring developments, stream bank restoration, fish habitat and culturally significant plants; and

WHEREAS, various political co-sponsors have introduced and reintroduced legislation into the House of Representatives (HR 503) and Senate (S 727) amending
the 1970 Horse Protection Act (HPA) to prohibit the showing, transport or sale of horses that have been subject to any painful process to accentuate their gate; and

WHEREAS, the Federal Government has a trust responsibility to protect the interests of Tribal Nations as well as a duty to implement laws passed to benefit those Tribes, yet it failed to consult or communicate with any Tribes prior to taking position
on HR 503; and

WHEREAS, the horse market represents a significant market that reservation horse producers need to sustain their livestock operations, in the productive utilization of tribal and allotted lands; and
NCAI 2009 Midyear Session Resolution NGF-09-017

WHEREAS, the Northwest Tribal Horse Coalition (NTHC) is adopted as a subcommittee of Intertribal Agriculture Council (IAC) and requests the Department of Interior,Bureau of Indian Affairs provide a funding source for horse management practices.

NOW THEREFORE BE IT RESOLVED, that the NCAI supports a tribal amendment to any legislation pertaining to horse slaughter, authorizing Tribes to establish horse slaughter facilities within their jurisdiction; and

BE IT FURTHER RESOLVED, that the NCAI supports a request for development of a line item specific for management of overpopulation of horses from the Department of Interior;

and

BE IT FURTHER RESOLVED, that the NCAI calls on the Department of Interior/Federal Government to support the Tribes position opposing legislation that bans the
slaughter of horses for human consumption; and

BE IT FINALLY RESOLVED, that this resolution shall be the policy of NCAI until it is withdrawn or modified by subsequent resolution.

CERTIFICATION

The foregoing resolution was adopted by the General Assembly at the 2009 Mid-Year Session of the National Congress of American Indians, held at Conference Center Niagara Falls in Niagara Falls, New York on June 14-17, 2009, with a quorum present.

Remind the NCAI of the story of "Horse-Slaughter Camp" where, during the 1840's, the U.S. Cavalry captured a band of Palouse Indians along with a large herd of their prized horses. The Indians were horrified when the soldiers began to mercilessly slaughter their entire herd of 800 horses. To save bullets, the babies were clubbed in the head. Here is an excerpt from a witness to the massacre;

The defeated Indians wondered what nature of mankind could kill horses -- stallions, geldings, mares, and colts -- in such a cold-blooded manner? They never forgot the horse slaughter. "What monsters could do such a thing," they thought.

The majority of Americans, INCLUDING Native Americans, are against the slaughter of our American Equines for any reason. Slaughter is a horror reserved for food-chain animals only. Americans do not eat horsemeat, do not need to eat horsemeat and are opposed to the slaughter of any American horse, particularly our wild ones that are supposed to be protected from slaughter according to the provisions of the Wild Free-roaming Horses and Burros Act of 1971.

We resolve to oppose the "offical" pro-horse slaughter position of the NCAI and ALL OTHERS by signing our names to this petition;

Thanking the United States Congress in advance for any consideration they may give to the will of the majority of the people who oppose horse slaugher over the special-interest few who support it.

My filly quarterhorse and 2 fine TN Walkers were stollen from same lot when dogfood buyers came into Georgia around 1978. Increase in horse theft tied to dog food production.    It happened in late 70's across state fences were cut - animals were stolen & sold in auctions and otherwise for slaughter for dogfood.  I searched for Sugar at auctions in Tristate GA, AL & TN and confronted some of the "buyers".  I was more or less warned to back off. $pent more on gas trying to find my little girl than anyone would have paid per pound for her.   We don't need this in USA and not in GA!!!!!    Carmen
I watch as species are destroyed in order to create overstock of another species so they can then use that species to gain big dollars by brutally slaughtering and selling them, instead of letting nature balance itself. I call it greed!
Our equines partners deserve better....and not to be the target of greed and profit.
Leave the Horses and Burro's alone.....They do not need "Management" of this type. Greed proceeds extinction....Few of the "Native" people whom this is supossed to serve will ever see a dime of the money...History will again repeat itself...Sad

i am utterly aghast and saddened at this. please don't allow horseslaughter to go on. horses built this country. how can we treat them this way. no horse slaughter in america! no transport of american horses across our nation's borders!
The NCAI has a long track record of appeasing the feds and special interest groups that go against the very grain of Native concepts and beliefs. It took a handful of Indians in the 60' & 70's to bring forth real change in America for Indian people not a bunch of Uncle Tomahawks. It was AIM that brought about the ability to practice your spiritual ways, the Indian Child Welfare act and other allowances that should have been honored all along. Anyone that supports horse slaughter on Indian land or anywhere else is far from Indian or human no matter what color you are.

I sent a letter a year or so ago to NCAI regarding this. I read that Warm Springs in Oregon was looking to open a plant. I never recieved a reply. I am a NW tribal member and was never asked what my opinion was on this. I think what made me madder was that I never recieved a acknoledgement of concern,
